All About Me
Dr. Jessica Mosher, MBA, DrPH, is an Indigenous public health leader, policy strategist, and consultant dedicated to advancing health equity and strengthening American Indian and Alaska Native (AI/AN) communities. A proud descendant of the Pascua Yaqui Tribe, her work centers on building meaningful partnerships between Tribal Nations, healthcare systems, government agencies, and community organizations to create culturally responsive and sustainable solutions.
Dr. Mosher began her professional career in higher education administration at Loma Linda University, where she served in academic records, admissions, and student support roles from 2017 to 2023. During this time, she developed expertise in institutional systems, data management, cross-department collaboration, and student engagement while pursuing advanced graduate studies.
In 2019, she earned her Master of Business Administration (MBA) in Geographic Information Systems and Location Analytics from University of Redlands and was inducted into the Delta Mu Delta International Honor Society. She later completed her Doctorate in Public Health (DrPH) in Health Policy and Leadership at Loma Linda University School of Public Health in 2023, where she received the Faculty of Graduate Studies Research Excellence Award for her research focused on health equity and disparities affecting underserved communities.
While completing her doctoral studies, Dr. Mosher served as a Randall Lewis Health & Policy Fellow with Build Healthy Places Network from 2022 to 2023, supporting initiatives focused on Native American communities, culturally responsive messaging, and multi-sector partnership development. In 2023, she also worked with Friendship House Association of American Indians as a Research and Program Development Coordinator, contributing to Native community research, behavioral health programming, and CalAIM-related program development.
From 2023 to 2025, Dr. Mosher served as a Tribal Public Health Consultant with the California Rural Indian Health Board, where she led initiatives supporting Tribal Behavioral Health Continuum Infrastructure Program (BHCIP) projects, CalAIM implementation, workforce development, and policy analysis related to Tribal Medi-Cal reimbursement reform. Her work focused on strengthening Tribal behavioral health infrastructure, improving accountability, and advancing culturally informed systems of care.
Since 2022, Dr. Mosher has also served as an Indigenous Public Health Consultant with HC2 Strategies, where she co-facilitates statewide Tribal and managed care collaboration efforts, leads Tribal Liaison workgroups, and provides strategic technical assistance to strengthen Tribal engagement and healthcare partnerships across California. In 2025, she additionally supported Kauffman and Associates, Inc. as a Behavioral Health Transformation Contractor focused on advancing Traditional Healing and Cultural Practices within California’s behavioral health waiver implementation.
In addition to her consulting and policy work, Dr. Mosher currently serves as Co-Chair of the Los Angeles County Department of Mental Health AI/AN Underserved Cultural Communities Subcommittee, where she helps guide stakeholder engagement, community planning, and behavioral health advocacy efforts. She also contributes to numerous statewide and regional initiatives focused on Indigenous wellness, civic engagement, Native student mentorship, and cultural preservation.
Known for her collaborative leadership style, strategic vision, and commitment to service, Dr. Mosher continues to advocate for equitable public health systems that honor Tribal sovereignty, elevate Indigenous voices, and empower Native communities to thrive.
